Some quote on quote "Quality of Life" changes for the worst heal in the game?

Alistar is one of my favourite champions to play and he's my go-to when I'm autofilled as support.

However, his heal has some frustrating limitations and is arguably one of, if not the worst heal in the entire game, barring Rakan's heal from his Q.

And even then, Rakan's healing from his Q still feels more useful because it also deals damage and the only thing you need to do is hit a skillshot.

With Alistar, 7 minions have to die in your proximity in order for it to trigger (or you have to land one of your 3 cc abilities), in addition to your ally being near you when it triggers.

So I've come here to propose some changes that I think would make it just a little bit more useful:

1. Make it so Medium and Large monsters also give stacks.

2. Make it so hitting an enemy champion with your cc and or killing an enemy champion or epic monster doesn't reset the stacks.

3. Remove the static cooldown.

This won't increase the heal value itself, but it will make it easier to pull one of.

Tell me what you guys think.

(On a side-note, I'd also like his E to be able to build stacks of Trample when standing next to Large monsters, and I'd also like him to be able to use the empowered auto attack on Large monsters. However, this wasn't what my original post was about so I'll just leave it here in paranthesis. I actually want Alistar jungle to be more than a troll pick.)
