Earlier surrender if someone never connects.

It's getting annoying. 3 afks in a row. Where are these people coming from? For normals an ip loss punishment? For ranked a bonus lp loss? If you're a kid and your parents often tell you to get off the computer, then don't fucking start a match. People can't have such bad internet without fixing it or not playing.

I WOULDN'T COMPLAIN IF we could surrender earlier with a 2v2 vote when someone never starts the game. Please!
