Changing the TP Nerf
How about, instead of making TP have a longer cooldown, instead we make it more valuable to use. A lot of TP's value comes from being able to threaten with it. What if, we made it so cancelling teleport didn't refund any of its cooldown, and once you channeled it, you burned that resource. Gaining its full investment from the threat. It'd bring it back as an option across the map, resolve a large portion of its value to slow down plays on the map by the non-tp using characters, and accomplishes the same effect of reducing its threat and frequency without feeling as bad to the user
