Why don't we just gut Ekko's base AD and HP?

Just had the honor of playing against tank ekko again... and the problem is clearly the amount of damage and durability he gets from building alone. However, the item scales with base AD. And the Armor stat's effectiveness scales with HP.

Ekko is not supposed to deal much AD damage AND he's definetly not supposed to be tankier than actual tanks, so I can see only benefits in those changes.
