Because as an offensive option (as opposed to the defensive fleet foot), it is outclassed by PtA.

I don't just mean for melees where the delay means death before even getting to use it, but even for ranged who use it safely.

For one, going defensive with fleet seems to be the overall best way to go, but even for those of us who like our sweet damage numbers, PtA still gives more.

I've been playing a lot of Kayle, one if the "obvious" candidates for LT, yet comparing the 2, LT feels weaker in lane, and lategame too.

I then noted what was causing this. As a steroid with a cooldown, LT is easily wasted in lane, maybe netting you an extra auto before the enemy disengages. It's good for the all in, but smart enemies will just disengage when it's active. The same for lategame, except mobility is even stronger in general, and the massively higher AS makes it harder to kite while making use of it. You won't be realistically attacking and walking at a 3.5 attack speed unless you script. It's good if you get to stand still and attack, which almost never happens.

PtA on the other hand, gets to proc for short 3 auto trades, is up when you need it, works for short trades and all ins. I'd compare numbers but the 150ish seconds that LT was active included various instances of 2 aa or 1 ability pokes where it was totally useless. On PtA, 3 to 4k is common for an average 30 min game, eveen more if I hard carry.
