I really loved old League and the wackiness of dodge % myself. But the problem is that luck is anti-competitive at the higher end of the skill distribution. Here's why that's the case:
In poker you get to decide how much you wager in order to pay to see the next card, so you can use different strategies depending on what you already understand your odds to be and whether or not you're playing from behind. In League, you don't get to choose what objectives or map control (IE how much you pay) if you lose, so introducing a large amount of luck into the mix when two players are very close to being evenly matched means either of them could win in a given scenario, regardless of how hard they practice. Combine those two facts and what ends up happening is that every match can become a toss-up simply because the competitors are evenly matched. At high level play, skilled players are more and more evenly matched due to the skill cap, so because of this toss-up potential, matches no longer compare competitors' skill but just who the random number generator felt like should win that day. People who play hard and are serious about playing games at a high level don't like having matches handed to their opponent just because the game felt like dealing them an 'L', and they don't continue to play when they feel like the game is slighting them by failing to reward their effort. This would essentially be like sitting in front of a slot machine instead of playing a MOBA. We all know that slots are rigged and that nobody can beat a lottery with skill. Players who are competitive don't want to participate in a lottery. They want to win because they played better.
