Basically, Taric is a lot more capable of going toe to toe with any melee support after these changes because he'll be maxing Q now (it's stronger all the way until Taric has 2k base health and 2k bonus health, then it breaks even). The changes to Bravado's Starlight interaction means that he can easily, and constantly, get into fights with tanky supports who don't have innate sustain. It also means that in losing lanes you can still sit back and heal your ad and make it to the late-game with much less pressure to do well.
