I believe Jhin is very strong in the early laning phase with his harass on q/w level 2, but I really think he is too weak for the current Assassin/High damage Meta.

Lately mid laners have been picking Zed and Talon who obliterate Jhin leaving him with no counterplay unless he has flash and some traps set up. I think he should be buffed in speed and/or maximum health maybe have more scaling health or a flat amount. Either ways it would really be helpful. On the other hand giving him more movement speed or more speed when he crits would really help him.

On the damage side of things he's perfect I believe.

He's meant to be a fragile utility sniper. Assassins are meant to destroy him, however he can hit them from much farther than they can even see with two skills, and inhibit them with traps without even being there. But once the assassin gets to him, it's fair that he is at a severe disadvantage.
