Why can't you create custom URF games?

^ Title. I mean it'd be pretty good if you could create custom URF (NORMAL URF) games. The reason why normal URF and not Random is pretty obvious, because when you create a group with 10 people you can just say not to pick X Champion.

Is there a reason as to why this hasn't been included yet?
