The game is hiding difficult champs from me!!!!

I am a gold shaco main that is leveling up a second account for funsies. I got aware that shaco was in the free champ rotation, but when i get to pick a champion in queue, champs like shaco, jinx ,etc are hidden from me!!!!!

Is there an option so i can choose whatever fucking champ i want... i didn't ask for this feature.... Help!!!
