Teemo needs love too

Yes, I'm not going to lie, this topic would have never been made if not for Omega Squad Teemo's release. Teemo would have remained a forgotten champ with a bad rep. But, I think we've all been seeing a lot more Teemo lately, bring more attention to him so maybe it's for the better.

It's no secret that he's fallen far from grace. He's not even that much of a lane bully anymore; anything with a gap closer (basically every melee toplaner nowadays) can just hop on top of him and munch away post-6 and the map control he used to have with shrooms is greatly diminished, thanks to it doing little more than tickling decently farmed tanks (in a tank-heavy meta).

I think Teemo is another casualty of mobility creep, and sadly I don't think there's any easy solution to that. He has a short range, his escape isn't an instant dash, and his only form of movement impairing CC are his shrooms which take time to activate. He has no "get out of jail for free" card so anything decently strong with a gap closer can and WILL poop on him after a certain point in the game, and I'm not even sure this should be changed. This is a clear and defined weakness.

INSTEAD, I think his strengths should be retouched on. Yes, I'm talking about his ultimate, his shrooms. They present a unique playstyle that is exclusive to Teemo alone. However, in the past couple of years or so, his ability to gain the strangling map control that he was once known for has been greatly diminished thanks to a slew of nerfs, the introduction of a fairly cheap Sweeping Lens + Raptor smite buff, and the advent of an ultra tanky meta. Few things are more disheartening than watching a team clear out 6+ of your well placed shrooms with one sweep, or even worse, watching one of the 3+ tanks on their team face-tanking them with impunity.

Now, I'm not very good at numbers, and know only that Teemo could use some serious numbers adjustment, but I can't help but feel like these two nerfs may have had something to do with his downfall:

V4.3: Noxious Trap: Total ability power ratio reduced to 50% from 80%.

V1.0.0.153: Toxic Shot: Ability power ratio on impact reduced to 0.3 from 0.4. Noxious Trap: Damage reduced at later ranks to 200/325/450 from 200/400/600.

In fact, if you take a look at Teemo's update history, it appears the last time he got a straight up direct buff (not counting item/universal changes/bug fixes) was July 19, 2012.

V1.0.0.143: Camouflage: Teemo now gains the attack speed buff instantly after leaving invisibility.

The stealth passive clearly isn't the first thing people talk about when discussing Teemo's strengths/weaknesses, so either this buff did very little or it didn't address his actual problems.

I'm not asking for anything crazy; no rework (though his Q's lack of counterplay may be holding him back and I wouldn't say no to straight-up %health damage on shrooms ^__^), just take a look at his numbers again?
