Riot is there a reason Veigar's ult got an unlisted change with the rework last season

It really bugs me that my ult goes on complete CD if it gets disjointed or it fizzles. I'm supposed to be late game or single target burst, but now I have to deal with and becoming more popular early. already make my life hell. Can I at least get a reliable ult back to make up for the shift in builds?

I mean I can even list a ton of bugs with Veigar that I see quite often (that are in his opponents favor because his kit is so binary) that haven't been fixed since his first rework and have never been acknowledged even with video proof.

I mean troll poling mid ult should at the very least refund my mana and put it on a smaller CD similar to other ults. I mean it even happens sometimes when returns on her W. The ult just disappears leaving me standing there looking like an idiot. The worst case I have ever had I flashed to contest a baron landed a 3 man stun dropped full combo and the person I ulted walked back a step as I launched ult and it just started the animation but never threw it causing me to die without killing any of the 3 people who were all at sub 500 hp (thunder at 1k AP with old abyssal scepter + baron would have wiped them).
