Minimap could not move!!!

When I clicked on the minimap what it should do is move the sight to the clicked area. But instead, nothing happened. I could only move it if I clicked the middle button of the mouse and that's not what I wanted. The camera is not locked and I default all the settings and tried to reinstall the game many times and those didn't work. So Please time with this! Thank you!
