Question about Harrier

I realize that it says that the unit is "revealed for 4 seconds," but I'm not reading it as "goes on CD after 4 seconds if not attacked." Is it working as intended?

I've seen Valor immediately mark another target if a marked minion dies. So I guess I may just be misunderstanding how Harrier actually works, but the tooltip doesn't say that it goes on CD if a marked target dies, or if you don't proc it in the 4 second window you have.

I'm probably in the minority, but I might suggest a tooltip update to reflect that it goes on CD anyway if that is the way it's intended to be.

I'm going to try to get a recording of it happening, but my recording program kind of sucks and I've been having issues getting it to run.
