Is Syndra gonna be abusable and unhealthy after MYMU?

All changes of passive enabled her to cast a 7-sphere multi eaisly.At the same time,Q damage nerf will make her damage less skillshot-reliant.The changes overall will make her skill floor and skill ceiling(especially about cc)both significantly lowered.Is this really want Riot want?

I don't know if this would really lower her skill ceiling, if anything this could just increase the reward for mastering Syndra significantly.
