Why are loses worth more lp than wins?
I don't get how wins are 15 and loses are 21

It's based on your MMR or skill rating as a player. If it is lower than the average for your current division, then you will lose more LP for losses than you would if you won. It's part of a system that is meant to balance itself by making players whose mmr is too low for that division to drop down to their proper place.
