Sated Devourer is supposed to be late game right?

I always thought that cinder hulk was the late game jungle item. This was because of the hp bonus stacking throughout the game. Also with everyone being sated at or before the 20 min mark, how could sated not be a mid game item?

With the percentage nerf to cinder hulk and an already overbearing sated meta. I guess I just don't understand what we are trying to do here.
