Special Delivery needs work

Special Delivery for doesn't seem as useful as it's suppose to be. It does really effective damage but that's only when the enemy is on the fire. But when you drop the bomb on them, it pushes them way too far back from the flames and most of the time, it makes the flames useless because they could just find their way around the fire. It should have either knock them upwards or just slow them down. It should have an affect when you die. Some sort of explosion when Corki crashes when he's holding the package. That would make the passive useful and make up for such a strictly long cool down. People barely use it twice in a single match. If that's the case, it needs to be really effective.

That's my opinion. You find his new passive as effective as it should have been? So and so?
