New Players and Ranked Never Mix

So, I was reading another players thread about how runes should be dropped to 100 IP across the board due to there being 130 champions in the game players that don't/can't buy RP have to grind to obtain. A thought came to my head about why it would make sense to drop their price, it's because the exp required to hit 30 is now half of what it use to be. It took me months (due to my life schedule at the time) to reach level 30, even after doing that I didn't feel I was ready for ranked so I held off on playing it for awhile longer. This was over the span of season 3 since I came back to the game at level 11 shortly after Quinn's release. How is what I just said relevant? Well, by the time I hit level 30 I barely had 16 champions to even go into ranked with, at the same time I also did not have a decent rune page. There are a lot of new players that just buy champions, hit level 30, then jump straight into ranked matches, honestly it's even worse now a days due to how fast players reach level 30, making it so they have even less experience with the game before they head into ranked. Where is this random blabber going? At current all that is required for ranked play is for you to own 16 champions (which can be done buy just buying the cheapest champions in the game, a number of who are strong enough to win matches with) and hit level 30 (which is literally half as hard to do because of the EXP drop). Here is what I believe needs to be done : Players need 16 champions, hit level 30, AND have X number of Summoner's Rift wins (blind and draft combine). Why would I suggest wins being a requirement to go into ranked? New players have no idea how to properly play the lanes and the map. As I said before, when I hit level 30 in season 3 I didn't feel ready for ranked yet so I waited. I knew I didn't know enough about the game to play ranked with the amount of experience I had with the game. Players now will have even less experience with the game than I did and a number of them don't have the sense to wait after they hit 30 with 16 champions before jumping straight into ranked making them major burdens on players who know how to play the game (or have a grasp of it). Requirement suggestions for players to enter ranked : Own 16 champions Be level 30 Have won 50 - 100 Summoner's Rift matches in Blind/Draft (50-100 being obviously subject to change, but should be no less than 50)
