Rebuff scrying orb or bring back green wards

It rarely happens in my ELO but I'm sure way more often at the bottom of the ladder where your support's a Lux or Sona who builds full dmg and doesn't buy a sightstone (if you're lucky) until around their 4th or 5th item when the game's pretty much decided by then. Blue wards could use a cooldown buff. After all, if no one else on my team wants to ward, it'd be nice if I could put my own down aside from a single pink ward.
