Curious about the Shen changes on the PBE.

Stand United (R) : Base shield value changed from 250/550/850 to 175/350/525 Shield now scales up based on missing health of target, up to 160% of base Value (280/560/840). [Meddler noted this value is comparable to live at 40% allied health.] Cooldown increased from 180/150/120 to 200/180/160

This interests me on the fact that it's actually taking away so much power from an effective Shen player, while also being counter-intuitive to newer and less intense players who think, that waiting=more benefit, cause it's not. The channel is respectively long for a fight where those precious seconds if Shen was there could make all the difference. The fact is, Shen protects better being there early than being there late for an extra 105-315 health shield. So correct me if I am wrong, isn't this just separating the gap even further? I understand the instant and large amount was pretty absurd in pro play, but this basically a straight nerf to both pro and normal play, the compensation method here is just a bait for inexperienced Shen players.

I don't play Shen, but how are these "balanced steps?"
