Is skipping divisions normal?

I just finished my silver 3 promos and completely skipped silver 2 straight into silver 1. Is this normal? I dont want to get in trouble for some bug or something.

yes, skipping divisions is perfectly normal when your mmr is high enough

It's normal, generally if your MMR is a lot higher than your current division, once you get promoted you'll skip over an entire division. Which a lot of players are experiencing right now since the reset just dropped a lot of people low but their MMR is still higher from last season
