Faster climb to level 30 messing with ranked play?

To the players that have been around LoL for a while -

Does it seem like the game quality and player skill level of RANKED play has decreased, increased or stayed the same? I'm curious to see what the consensus is.

I expect a couple of things from my teammates in all levels of ranked play, (from bronze 4 up). They are as follows

  1. Know what kind of champion each hero is, and what roles they can play in a team. (tank, adc, burst mage, support etc..)
  2. Know that CS and your champion level are important resources to manage
  3. Have a basic understanding what each jungle buff, baron buff, and dragon buffs do
  4. Understand that this is an objective based game and not a kill hunting game

In past seasons, I felt that everyone that I played with had a good understanding of these, and could execute on them. However, in this season I feel that 20-30 percent of the people I play with in ranked don't have any knowledge of at least one of these 5 game principles. Examples of things I've encountered in ranked this season- Building Veigar as an adc Thinking red buff restores mana Players chasing kills around all the time with no thoughts about CS or objective control (This one is not so new)

Is this because of the shorter time to climb for new players? is it a matchmaking problem? Is it a new player on-boarding and 'training' problem? Is it a meta problem? Is it not a problem at all?
