What if single target abilities drew minion aggro?

It is obnoxious to lane against champions like Vad, gangplank, and Annie who can just spam their point and click skills for free poke with little counter play. To remedy this, single target spells could draw minion aggro. This would allow the poke to still happen, but then they would risk taking too much minion damage. But since this is only single target, it still rewards hitting skill shots in lane to poke such as a Syndra q.
