Okay, but why? You haven't even stated how much is costs currently. If you're mana starved all the time, try to conserve some by not spamming abilities so much while clearing jungle or buy a couple mana pots. Or just take the blue buff for yourself instead of donating it to the mid laner.

Perhaps just alter how it works. Make the First E cost 60 mana then if you cast again you restore your second charge. This way you should need to think about if it is worth it to waste that ability in a poke fight.
