Champ select dodging

I don't understand why I get kicked out of a lobby when I haven't locked in a champ but have it selected, Why does it just not lock in the champ you have selected instead of kicking you out of the lobby, I feel like this is a silly pointless feature that should be changed back to way it was before were you could just select your champ and it would lock it in when the timer runs out
