Unbearable packet loss and client disruption out of nowhere.

If you have any suggestions I'd really appreciate it the help. I haven't been able to play the game at all due to weird massive packet loss every ten seconds. No commands in game can be issued for about 1.5 seconds, any path my character was on stops abruptly and does not continue(very weird), abilities cancel or just won't go off at all. There is are no frame drops or ms spikes, I get about 300fps or so and have 50ms. The client also seems very slow for the past few weeks but I just assumed it was due to updates. Starting a que to just choose my roles takes about 5 seconds, then starting a game takes another 5 seconds before it starts the que. I can't create custom game as it gets stuck on creating the game indefinitely. I'm going to try and reinstall again, then run the repair to see if that does anything. I have a decent computer 8gb ram/ nvidia gtx 650 ti/3.4 quad proc. My internet is 50mb down and 5up so I hardly think it's that. Connected via ethernet cable.
