Allow Rune Page and Mastery Page changes within the game

The rune and mastery pages should be able to be changed if and only if it is within the first minute of the game and you have not left the fountain yet.

i think it would be nice if we could see stats like the gold leads and stuff

100 millions % agree. Half the fucking time when you change them it doesn't change over.
