can we get the old maw active on a completely different item ?

there are two old passives the one with lower health = more ad and the one with when get magic damage dealth to you you get the % lifesteal/spellvamp and attack speed which used to be on the old rage blade.honestly on maw its bad since magic damage is meant to burst you down before you can sustain thus nulling the %lifesteal spellvamp + attack speed. however on a new item when you reach %50 percent health you get lifesteal spellvamp and attack speed ? along with higher ad at low health it would make a better item,
