A little love for supports? [SCUTTLER]

Could we make it so that -based items increase damage to Scuttler?

Non-supports can't seem to comprehend the value of this little bug's speed-boosting vision circle, especially when supports are currently limited on their warding. Right now, every other lane/role has the easiest ability to take Scuttle, through raw damage. We should give some of that utility to Supports, who should be focusing on vision control anyway.
