League has begun stuttering after computer format

After I did a complete formating of my computer and I've reinstalled LOL, it stutters really bad in game. See video.

It's unplayable.

Anyone familiar with this problem, I've already tried the troubleshoot from Riot (Cap framerate by 60 etc.) or more important, anyone with a solution to the problem?
