Zilean Ult Rework

So I'm almost certain that everyone hates zilean more than usual after the aids that was zilean one for all. We all hate his ult in particular, as it's a GA on a non-existent cd.

I know riot simply won't even consider changing it completely, as he's received several balance changes as of late. So all I can do is suggest a modification.

Consider this, instead of: HEALTH REGAINED: 600 / 850 / 1100 (+ 200% AP). It would have 10, 15, 20% max health + 200,400,600 +100% ap bonus shield that decays over 5 seconds similarly to Tahm's shield.

This would prevent him from resurrecting almost anyone to full hp, but it wouldn't stop that person from continuing to fight, or break his ability to save someone from a stray ultimate or ignite.
