Don't lower her Q CD on minion hits. The fact that she can go in, I step back quickly so she misses me and hits a minion, and she still gets her cd reduced as if she hit a high priority target like me is completely ridiculous. I feel like this change would make a world of difference playing against her since it finally feels like theirs some counterplay no matter what champ you are playing.
Then Q can't be used to last hit or farm or anything. Don't talk when you don't play the champion, that would cripple her. Ofc that's probably what you want seeing as how you're a boards circle jerker who can't think for themself.

That wouldn't fix a lot of her problems, as in her teamfighting isn't quite as weak as it should be (due to her ability to melt the front line that's locking her down while the DPS is doing damage).

Now that I've said something productive, I can promote my own ideas about nerfing Fiora. Your suggestion is in there, but I also have some more ideas about nerfing her. I focused on making her weaknesses more prominent.
Actually, I wouldn't go so far as to not lower the CD, but to make the reward for hitting a minion or monster with her Q give a lesser CD refresh. She gets 60% CD for hitting a champion, so make it like almost 30% (half of 60%) for a minion or monster.
