Lucian passive and new Rageblade don't synergies?

I'm not sure if many of you are aware, but devourer has always had a weird thing about how it works with Lucian passive.

The devourer proc wouldn't go off on the second hit of Lucian passive, but will go off on the second use of his passive. So to be clear, that means if you dash and use your passive, the devourer passive will not go off, but if you Q and use your passive a second time, the devourer proc will go off on the first hit of the passive.

Riot has explained that this is because Lucian passive is not counted as 2 basic attacks, but as one modified basic attack.

Okay, I understand this, but how do you explain why his passive charges twice on both hits of his passive? Cause clearly in the case of , his passive is considered 2 attacks.

I'm pointing this out because Lucian has always had potential for on hit builds and the new rageblade screams his name.

I just need riot to fix this so I can go wild on the Summoners Rift
