Let me frame this by saying he's my favorite champion, literally the second one I ever saved up for back when I first started playing sometime in Season 1 or 2. So it's nothing short of a piss off when I spent all of this time getting good with what was largely considered a subpar champion that offered nothing but damage most of which came in the late game. (Try ganking a pre-rework Vlad's lane at level 2 or 3 and see how disappointed you are)

Overrall, the biggest problem of old Vlad was his lack of mobility, the one mobility skill he has drains 20% of your health pool and has a massive cooldown. The way to circumvent this problem was to build Rylai and cap on CDR so you could chain cast Q and E to almost perma slow your target for an all in.

This method has been greatly diminished due to the new E having a charge time, you won't get full damage from instantly firing it off like before. Couple that with the fact it slows you and might not even hit your target due to minion/champion block and it becomes pretty frustrating.

The new passive, "Crimson Rush" is more of a Crimson jog. It gives 10% bonus movespeed for either 2.5 seconds, or however long it takes you to hit that empowered Q. The moment you use it, it consumes the buff, which is already pretty small for something that's meant to compensate for how telegraphed the kit is now. My opponent is usually already backing away when CR is almost up, and a lot of the time they can outrun my short range even when i'm almost on top of them. The jist of it is that it's weak, and should be looked at.

I imagine your perception of Vlad will vary depending on your current placement, I certainly stomped for the first week or so post rework while everyone was learning what the red meter means. But once you know how it works, it's one of the easiest things in the world to play against. I'd love if Riot were to take some damage off of the other abilities in exchange for some mobility options, because protobelt isn't cutting it and I don't think I should be forced to rely on my flash just to outplay my opponent.

Vlad is already op he doesnt need a buff in anything.

Vladimir isn't supposed to be a mobile powerhouse. He's a bit like the mage version of a juggernaut. You may be able to run away from him, but killing him or even just stopping him from continuing to push down your lane is extremely difficult.

Vlad E doesn't slow Vlad unless he's holding it after already reaching max charge.

If you just want to apply rylai's slow in an AoE you don't need to charge at all and can just snap cast it.

It's OK for mobility to be Vladimir's weakness since both his damage and durability are incredibly strong.

Overall he actually seems quite strong right now as he is a common pick in pro games.

He isn't supposed to have mobility. He, along with others like Swain, is now a "battle mage". He is supposed to be able to bury himself deep into fights and sustain his way through and do large amounts of damage.

He and Swain were given movement speed changes and slows in order for them to be able to not get rofl stomped in game. They are not supposed to be significant, and are a stepping stone in order to get to that late game "juggernaut" stage.
