No reason should they be able to bully top laners AND out-scale them.

Kayle is pretty much programmed to feed. Yasuo isn't a top lane bully.

He other day, I was playing a rumble and the gas can actually bully you out as long as he doesn't get hit by e. His shield, q and AA can out trade a rumble the entire time.
I can't speak for Yasuo but I'm a Kayle main with over 1 million mastery points on her and I say that you're way over exaggerating. Kayle has one of the most disgustingly weak early games I've ever seen on a champion.
Kayle mid giving you trouble ? Pick Lux, Xerath, Brand, Velkoz, Ziggs, Ahri, Akali, Katerina. If you're good at any of these champions, Kayle should never be a problem for you again in the mid lane.
Kayle top giving you trouble ? Riven, Tryndamere, Sion, Maokai, Cho'gath, Nasus, Jayce, Poppy(with a little help from the jungler), Quinn, Darius. If you're good with any of these top laners, Kayle is no problem for you. On the tanks you should always rush MR. Maokai in particular is very effective against her with early MR or even a

If you're a jungler, Amumu, Volibear, Nautilus or any other tanky champ with heavy CC are guaranteed kills on her every time you gank, even if she has her ult.
