Give Xerath longer CDs and reduce his mspeed to 330
Like seriously, why the hell does he have a 3s cd Q with over 1k range that deals good damage AND enjoys 340 mspeed? At least nerf his speed to 330/325. Same goes for Vel'Koz.

It takes 1.5 seconds of channeling to get that 1k range, during which time he slows himself up to 50%. Not only that, but the CD is delayed by the channel, meaning it tends to have a longer cooldown than 3 seconds.
Go play Xerath for yourself before saying stupid shit about him.
His Q does good damage but it's linear...meaning dodging it isnt difficult...also, if the enemy isn't bunched up then its damage potential is greatly reduced... 340 movespeed isnt going to help him much if he has flash down...almost anything with a gap closer will rip him apart...especially if they see him charging his Q...knowing your opponent's weaknesses is half the battle.,.
