Can we rework Morello's Passive?

Into an Active?: Maybe we could add into the recipe and make it cost like 100 more gold in total (3k gold in total), so Morello will now work as an active with proper CD and while it last it will regenrate extra life and mana and applies flames of corruption and Grieveous Wounds, making it a better item and making the passive have a better role, because you can now choose when it is going to proc, rather than the hard to balance below 40% mechanic.
