An idea to make Soraka's laning phase waaaaaay less annoying than it is right now
First of all:

Move the W passive to her Q. Therefore, she doesn't get both self-sustain and good heals by levelling up ONE skill.

Now, her W has a new mechanic called "Grey Health" (a bit like Tahm Kench's Grey Health).
For example: Let's say one of Soraka's allies take 100. Let's say that the new Grey Health mechanic makes it that 25% of that damage is unhealable.
Therefore, with 100 damage taken, 25 health becomes "black health" while 75 health is "grey health. With this new mechanic, Soraka can only heal Grey Health, healing less and less with each subsequent heal.
The numbers could be:
Percentage of damage taken transferred to Grey Health: 60/70/80/90/100%.
So, a rank 3 Soraka W will only heal for a maximum of 80% of the damage taken, and it keeps going down if the target continues to take damage, as it becomes 80% of the damage takem after that first heal, then second heal etc. making it very weak after lots and lots of heals.
Therefore, the mana cost nerf on the PBE should go. I think a Grey Health mechanic would be more suitable to counter Soraka in the early game, as it's almost impossible to trade against the other ADC.
