Prisoner's Island

Riot has mentioned Prisoner's Island as a concept multiple times over the years. One of the more recent times being here. They describe several reasons they haven't implemented a Prisoner's Island (tl dr: putting all the negative players in the same low priority queue). The major issue is… we do have a Prisoner's Island.

Yes, Riot has also that a permaban is meant to be "we don't want you playing league anymore", but I feel pretty secure in saying that's not the reality of the situation. More often than not, a permabanned person just makes a smurf, ranks it up to 30, and then jumps back in with a lot of spite at the game and players for being set back so far, and for being stranded in New Player's Island.

This is problematic for two reasons. One, even if the system is good at separating new players and smurfs, it's hardly perfect. There are players that start out pretty damn good, and there are smurfs that deliberately tank some of their games. Prisoner's Island is bad enough, much worse insofar as it being "the way people are introduced to the game". Especially if a newbie duos with a smurf that 'teaches' him to play while in-game, and thus brings them closer to the Smurf Bracket.

Two, riot's system doesn't typically keep track of a permabanned player that's made a new account, so this person is going to wind up "more" toxic, and then be "back" in the normal player base once they hit lvl 30.

I'm not exactly sure where to begin addressing this problem, but it is a problem.
