Perhaps stormraider's on hecarim is worth it?

I've recently started playing hecarim jungle and i have had great success with it, climbed up diamond 5 so far. I've been going 0/12/18 taking tenacity and strength of the ages on him, but I'm considering trying 0/18/12 grabbing the 5% cdr and stormraiders surge. I figure the movespeed boost will give him a decent amount of AD and the slow resist will stop people from minimizing the ad he gets from his passive.

It seems like a good idea, have any of you tried it? What are your thoughts?
