When it comes to balancing champions in competitive play...

Charts & Statistics - League of Legends

The statistics are all accessible to the public. Probably not as in depth as the statistics Riot has, but enough to tell us the simple matter of who's good and who's bad. There's always outliers on both sides too. But what I don't understand, is why the patches never really seem to have full correspondence to the plain statistics that we can see day-by-day, month-by-month, patch-by-patch.

It bothers me how this game has SO MANY champions, but only a select few are common in ranked. People are always going for the OP carries that are not banned, every single game. On the other hand, the sad champions that use to have their name in the spotlights are now never seen.

Anyone remember the nerfs (what was it 12 back-to-back nerfs) even after she got reworked into the dumpster?

Viegar... them compensation buffs for the removal of DFG... soooo op... does viegar even stun any more? is he even the evil mage nuking SoB any more?

Ahri not only lost DFG but 20% off her E ... why? where is assassin ahri?

and many, many more but i'm not going to take the time to list rito's multiple "balance" mistakes in the relatively short time i've been playing (since mid Season 3)

What I'm trying to get at is beyond the specific nerfs/buffs and champ abilities/stats. It's the actual win loss statistics that represent how well a champion is doing. If a champion has an overall worldwide 56% win rate, is that champion OP, or does he/she "just not take a lot of skill". What's the difference? I just don't get how a champion can sit at 40-45% win rate for several patches until they get a slight buff that still doesn't help them reach 50%

I saw another post questioning PBE as being an actual testing server. It seems to me that the testing is not very vigorous, and is more for aesthetics and bug-fixes. I know balances get teetered with there, but it's as if they're afraid to add 1 extra hit point to a champion.
