Ashe + Muramana

Someone built Muramana on Ashe, and I didn't understand why. Ever since her rework, the whole reason it was a big thing for her (the mana recover for unlimited Q) has been a moot point. He thought that her active Q (a flurry of arrows) applied the on-hit effect several times. It doesn't.

So why do people still build Muramana on Ashe? And is it still recommended for her? If so, why?

It still provides a lot of sustained DPS and fits well with Ashe, does mean a weaker laning phase though.
