Yasuo: thematic mini-rework
Given that he's supposed to be the Wandering Windman, I propose this change:
When Yasuo's passive shield procs, his current location is designated in a way similar to Taliyah's Q. Yasuo must move a certain distance away from that point before he can regain flow again, let's say thrice the radius of Taliyah's Q. Only one of these areas is active at a time.
What does this achieve? Windman gets to hard engage pretty much whenever he wants if there are minions, so creating a zone he needs to play around brings some strategy back into his lane duels. Since his opponents have a lot of agency in when his passive pops, they can preemptively set the tone of what he's able to do. Poke down the shield while Yasuo's in his side of the lane, and if he wants it back he'll have to either go a fair ways away, or engage for long enough that the shield comes back up and pops again, thus moving the zone somewhere more convenient for him. But if Yasuo manages to get in your face with his shield intact, the zone will be in your side of the lane and he can freely recharge the shield while cs-ing and then trade again.
Throw some other interactions in this idea if you feel like it (windwall only usable inside the zone? I could get behind that since it would mean he couldn't windwall unless he's taken damage recently, and that actually prunes away a lot of the unfun defensive uses of that ability).
I won't get on a soapbox about how Riot's attempts to make Yasuo accessible have made him tedious to play against. I get that a big part of it is that they know people like Yasuo and people also don't like the Yasuos on their team getting destroyed in lane, so he's probably always gonna have his current power curve. But a mechanic like this would at least give us something to work with when we have to lane against him.
