I know you're going to say JUST SIDESTEP HER TENTACLES HURDURR the fact is, she's just not a fun champion, you spend more time killing off her tentacles than you do actually being able to cs or trade, and every time you take out one of her tentacles, that gives her a chance to try for another e It's like im being forced to play a terrible minigame, yeah if you get hit by her skillshots you're pretty much dead, if you avoid her skillshots what do you get out of it? NOTHING, killing her tentacles gives NOTHING, she just makes a new one every 10 seconds, trying to trade her back after missing a skillshot gives NOTHING. shes so naturally tanky and q'ing the minions just fills her health back up Pulling her into an out of position spot for a gank does NOTHING because she can just press R and kill your jungler who isnt smart enough to WALK THE FUCK AWAY.

I would like to suggest increasing mana costs on her abilities, and removing her ability to passively make tentacles, she should not get any if she isnt capable of landing her e. she is rewarded with her win condition by doing nothing. also 160% scaling is just too much when she can potentially have 4 or 5 near by and all she has to do is slap you for trying to take them out.

TL;DR playing against illaoi is a game of only punishment with no reward for successful or smart play, is this a joke riot?

Literally every champion you play against is their own minigame...Illaoi is just more obvious because her kit is revolved around a different form of cc, distraction...you are forced to respect her and her tentacles but you gotta respect her team too.

There is a timeframe where you can get close to Illaoi without her oneshotting you with her tentacle combos. When she has no tentacles or only one tentacle up, you should engage on Illao and try to poke her a bit. If she tries something then back off and poke her a little more again. Repeat this as long as necessary to get her down to 50-25% health. Then get close to her to bait her combo, and back off, and then reengage, since Illaoi is really immobile. This is how you deal with her if you are a ranged champion I feel.

You are playing the wrong champs into her.

Tryndamere Quinn DrMundo Heimerdinger TahmKench are all good vs her.

I took a look at your champ pool and I think your problem is that you are going about this matchup in the wrong way.

If you really want to only play tanks and bruisers into her, fine. But You need to understand Illaoi's weaknesses. She's a lane bully that is dependent on landing skillshots and she's a bit mana dependent.

You can absolutely win this matchup with your Garen pick by doing the following:

  1. Max Q, versus E. It seems counter intuitive at first but high Q damage allows you to win short trades will backing out.
  2. Dodge the skill shot or position yourself right behind a minion - much like you are defending against a blitz hook. If you can bait these out, you can look to trade with her but avoid her Q tentacles because they will heal her back up.
  3. If she does land her hook, immediately run out of range. You'll get slowed and the tentacles will pop but I believe Garen's Q immediately breaks the slow. Kill the tentacles to reset.
  4. Abuse your Garen passive (this is important) If you get low, back out of range to heal back up, but stay within range to get xp on the minions you do not kill.
  5. Learn to recognize the animations for her ult (and really all of her moves). If she starts to ult, RUN AWAY and wait it out.

Your goal here is to burn her mana pool early in lane so you can retake control. Also, I would build Black Cleaver versus your Phantom Dancer, which you seem to build a lot.
