I know this is a time when people like to bitch about ADCS, but they changed the mastery so it could be utilized by a variety of champions. But honestly, my thoughts on this change are a little mixed. Recently I have been getting into playing top and jungle, and although the mastery is great for the champions I use (like tank Graves), as a player who plays a lot of ADC this mastery can't be utilized for that role in a healthy way.

To start off, the mastery was changed to make it not dependent on crit, this is a genius change. But the thing is, its only utilized when you are low on hp. Making it useful for solo laners early game, but not for marksmen who would be abused when they are low enough to benefit from the lifesteal. Yes, I know originally it wasn't intended for sustain in lane, that's why they made it activate only against champions, and even changed Ashe's passive to avoid her abusing it. But, when one set of champions can use it one way, while the other is forced to use it in another (less effectively) it feels a bit unfair. The mastery is decent in fights, only when you end up getting low. But other than that you can't use it. It won't boost dps, and it won't offer reliable sustain in fights.

So I am not completely sure on what changes would make this mastery better, but I do know that it should be changed in a way that would make it more beneficial to take in the early game, and even more useful in team fights. Maybe change it where you get a flat amount of lifesteal (2-3%) and when you get low on hp it amps up (current 20%).
