What would happen if you mixed Nemisis and Urf

From another thread I came upon this idea, what if Nemisis+Urf was a part of the revolving game mode Riot is building?

Basically your team gets to ban 3 - 4 champs, then both teams pick the 5 champs your opponent's team can use.

In game both teams get the URF Buff or a scaled down version of it.
