So, I have to ask... Why does Riven's passive not work on towers?

Here is Riven's passive: INNATE: Riven's blade gains a Charge for 6 seconds every time she uses an ability (stacks up to 3 times). Riven's basic attacks consume a Charge when available to deal 25% − 50% (based on level) AD Attack damage bonus physical damage.

Here is Sheen, which does work on towers: UNIQUE – SPELLBLADE: After using an ability, your next basic attack within 10 seconds deals (100% base AD) on-hit bonus damage (1.5 second cooldown).

Granted they are not the exact same wording... but Riven's does not say that it only affects non-structure targets.

Another thing I want to mention is Trundle's Q: ACTIVE: Trundle's next basic attack deals bonus physical damage and Slow icon slows his target by 75% for 0.1 seconds. After biting his target, Trundle gains bonus attack damage for 5 seconds and reduces his target's attack damage by half that amount for the same duration. Chomp resets Trundle's autoattack timer.

This was changed to affect towers back in patch 7.13, however it does not mention this in the ability description

So my big question is can we either rewrite the description of Riven's passive or can we give Riven's passive the Sheen effect on towers?

I would love a buff like this, but it would have to do reduced damage. Lategame Riven dealing 250 bonus damage on almost every auto against tissue paper towers would be a little insane.
