I honestly wouldn't mind Kennen top at all if kleptomancy was just deleted entirely

I completely accept that Kennen is designed to be good against melees. He's built around kiting and then chasing/engaging with ult. He has some pretty nasty match-ups himself, so it is not as if Kennen is win-line AND win-game: he can be built against and outlasted in proper match-ups. If I am someone like Jax or any number of sustainless or non-mobile bruisers, I am fine with Kennen winning those lanes: champions like Jax and juggernauts need to have counterplay, and Kennen is the perfect champion for that. I may find him annoying, but he adds to champion diversity contrary to popular belief.

That said, what I hate the most is that he can take kleptomancy and bully lanes WHILE gaining additional gold/items off of it. If someone is to take a non-combat keystone in lane, the propensity to punish them should exist. But it doesn't, and that isn't really Kennen's fault. That is the fault of an awfully designed keystone like klepto which rewards people for brain-dead gameplay: click on your opponent and get paid. You can do so at such a pace where you can ignore large amounts of farm and just bully your laner into submission while scaling/getting gold. It is actually a difficult task to play ranged lane bullies and CS properly, because good melee players will wait to last hit/kill minions while you last hit. This forces the ranged champions into scenarios where they need to pick between farming and poking, and klepto basically takes this out of the equation and says: "farm and poke at the same time!"

Klepto just needs to be deleted. The gameplay behind it is awful. It is not a well-thought out keystone and it rewards the worst kind of gameplay, which is something keystones should avoid: they should add to gameplay, not simplify it.
