The reason Dark Harvest is "too strong" is because junglers and champions with already high damage are abusing it. If you can get early kills with it, it's gonna become OP. No one looked at it when Electrocute was "nerfed" for the most part. The reason being because Dark Harvest is a high risk/high reward rune, whereas Electrocute is just high reward. They nerfed the damage on Electrocute so now DH is going to be the favorite rune by domination users.
As long as both of those runes act the way they do right now, it will always be just about whichever does more damage. Electrocute shouldn't have been nerfed damage wise, it should have just been repurposed to where you had to use more risk to go about using it. That way they would fulfill different outcomes. Dark Harvest to scale to late game, Electrocute to be good early.
Another big thing about DH is that it adds damage to champions who are already using auto attack enhancers like Duskblade, Stormrazor, Lich Bane, and Trinity Force.
If they do need to nerf Dark Harvest, I feel like overall it should deal less damage with ranged attacks than it does with close range attacks rather than nerfing it across the board, and looking at individual melee champions who are using it too well.
BTW if anyone is using DH too well, it's MF, Khazix, and Kayne.
